In Time and the Rani The doctor gave his age as being 959. As Jon pertwee he gave his age as 703, and as patrick Troughton he claimed to be 400 or so. The timelords measure the length of time their civilisation has lasted in thousands of years. they consider Rassilon to be the founder of their society, sooo, Unless the Doctor is lying about his age, he is not Rassilon.
Even if he is lying about his age, Morbius told him he was just a normal run of the mill time lord and nothing special shortly before seriously twatting him.
In The Deadly Assassin, it was the master and not the doctor who knew how to use the key and the sash of Rassilon to gain access to the Eye of Harmony. (Incidentally, the master had to almost destroy Gallifrey to gain access to the Eye, while the doc has a copy lying round in his cloister room.)
I don't rate the movie as being true continuity. If it is then ha seriously can't be Rassilon as his mum is human. The best thing about the movie was the bit with the motorbike. And the Tardis console looked so nice, it was a shame about the console itself.
As for being able to rewrite the matrix, The Doctor is the president after all, see the deadly assassin, and the enemy of time. and several of his later encounters with gallifreyans.
The reason he managed to solve the puzzles leading to Rassilon's tomb so easily was he is very clever. Pat Troughton did almost tryto get immortality at the time so either he wasn't the person who set that trap or his memory is slipping in his old age.
This anorak is feeling a bit heavy. I'll take it off now.
