If you look at the relationship between The Doctor and his greatest
adversary, The Master, it is obvious they have the greatest respect for each
other. The hatred they show towards one another is also without parallel,
though the Doctors is tempered by his innate Humanism (or should that be
Gallifreyanism). To this end the Doctor has several times refrained from
killing the Master when he could do so. The reasons why they left Gallifrey
to roam the Universe is also shrouded in mystery. The Doctor claims that he
was dissatisfied with the non-committal attitudes of his peers and wanted to
do some thing to right the wrongs in the Universe. The Master we are led to
believe simply left of his own accord to wreak havoc amongst the Universe.
Given that The Time Lords could readily recall a TARDIS at will, we can
possibly assume they had a reason for allowing these roque characters to
roam around doing as they please, but monitored from Gallifrey.

an important and influential Gallifreyan family [1]. There was a common
event in their past that caused them to leave Gallifrey and is the root
cause of this hatred, a hatred only brothers angry at each can show. Knowing
the Masters character it is quite possible he tried to subvert some
civilization and got away with out due to the Gallifreyan no intervention
policy. This led the Doctor into his decision to intervene in other races
developement when they where faced with dangers beyond their power to
