Well it's not really a Doctor Who book is it? It's a River Song book.
And why didn't they get Uncle Tewwance to write the real version?
And I'm guessing quite heavily film noir in style, so probably wanted
someone more suited for that kind of book to do it?
Actually, Uncle Tewwance has written some quite good noir-ish Doctor Who books in the past.

Well it's not really a Doctor Who book is it? It's a River Song book.
