1998 Constitution

a) The name of the society shall be the Royal Holloway Student Union (RHULSU) Institute for Impure Science
b) Membership shall be open to all members of RHULSU.
c) The aims and objectives of the Institute shall be to promote the knowledge of Science Fiction, Fantasy and related genres. Also, to provide a library of related literature for the use of its members.
d) The Officers of the society shall be:
i) Chairman
ii) Treasurer
iii) Secretary
iv) Publicity Officer
v) Honorary committee members as elected at a General Meeting
The posts of Chairman, Treasurer, and Secretary shall be executive posts. The remaining officers shall be committee members only.
The responsibilities of the officers of the society shall be as stated in the Students Union Constitution (Bye-law 6, Section 3)
e)
(i) Associate and Honorary Life Members shall be entitled to hold ordinary membership of the RHULSU Institute for Impure Science. This includes rights such as voting rights. Associate and Honorary members are entitled to as honorary members of the committee, however, they may not sit on an executive post.
(ii) No one member of the RHULSU Institute for Impure Science may sit on the executive for more than 2 consecutive academic years.
f) Quoracy at AGMs and elections shall be 20 members or a third of the membership (whichever is the lower.) Additionally, 75% of the executive must be in attendance.
g) Elections for Committee Members shall be carried out as follows:
i) Only and all members of the Institute shall be eligible to vote or stand as candidates in the elections. The executive posts (Chairman, Treasurer, Secretary and Publicity Officer) can only be held by current students at Royal Holloway, University of London (RHUL). Only members of the executive may vote in a committee meeting. In the event of a tied result, the Chairman has the casting vote.
ii) The Institute shall appoint one of its officers to be the Returning Officer in the elections.
Before elections, the returning officer shall read out the following statement:
"Experience has shown that final year students have considerably higher workloads than previous years. This has resulted in committee members being unable to fulfil the responsibilities of their posts"
iii) If the appointed Returning Officer wishes to stand for election, the Institute shall appoint an acting Returning Officer from its membership.
iv) Elections shall be conducted in a democratic fashion and publicised at least one week in advance.
v) The method of election shall be by show of hands of current, valid and paid members of the Institute or by means of membership cards of the RHULSU Institute for Impure Science.Candidates must not be present during the vote.
vi) The Secretary shall be responsible for bringing a full up to date list of valid and paid members of the Institute to all General Meetings.
vii) Candidates shall be elected in the following order:
Chairman
Treasurer
Secretary
Publicity Officer
Honorary members as decided at a General Meeting
h) Proxy voting and nomination rights for shall be granted to full members of the RHULSU Institute for Impure Science. The votes or nominations shall be written and placed in a sealed envelope to be given to the chairman prior to meeting.
