That's good enough for me.

Oh yes, according to the tech manual again the bottom line visible on the medical scanners is recording the state of the person's health insurance.

I assume they compensate for the Heisenberg Uncertainty Principle (HUP). For
a transporter to work it must be able to read the quantum state of every
elementary particle in your body and reliably reproduce it somewhere else.
ST replicators work in the same fashion, to create matter from energy seems
simple but to have a working device each atom/particle must be just right.
Problem is that the HUP says you can not now the quantum state of a particle
with absolute certainty, there is an inherent uncertainty when you measure a
quantum state, position, momentum, energy and so on. So on the face of it,
it is impossible to reliably reproduce anything, even as simple as an
hydrogen atom, with a transoprter (this was partially Daniels point about
self replicating mines). The compensators are obviously a `work around' to
this problem.
